Should a business always have a project they are pursuing at every time?

My friend is complaining that in his workplace, they are always having several projects to handle. One is done and they move to another one. Is it that a business must always have a project that it is always undertaking at every point in time?

The thing is that businesses constantly need to innovate and develop new products, services, or processes to stay competitive. Projects are the vehicle for these innovations.
