It can't be , this is a criminal offences and one can get sued for such defamation. You can sue them if you know them.well.enough.
These companies and officials especially from goa are extremely vicious convincing liars , almost everyone has believed their complete lies for more than 10 years, though bank details and tax id will legally prove the fraud
