The account of a branch of the organisation is controlled by the headquarters. Is that a bad practice?

If an organization has a branch, but the bank account of the branch is controlled and managed in the headquarters. Disbursing of operational funds is done in the headquarters.

Is is a bad practice? Is the headquarters gagging the branch with that arrangement?
 
If the management of the organization at the highest level doesn't feel like giving branches financial autonomy, they know best. It is not bad.
