The employees of many states in India are not being paid on time or not given their hikes.

When it comes to expenditures of ministers and MLA of different states, they spend huge amount on themselves but when it comes paying the government employees they invariably don't pay them on time or hold back their increments or allowance. This is bad state in almost all the states in India. What are talking of Indian economy with the common man finding it difficult to meet two ends.

There are a lot of protest going on in India regarding payment, promotions and jobs and also pensions but the government isn't just listening.
