According to the report, Fanil Sarvarov, the head of the operational training department of the Russian Armed Forces, died when a car was blown up in the parking lot at home. He became one of the highest-ranking Russian soldiers killed in an attempt in the Russian rear after the start of the war in Ukraine. The same rank of lieutenant general was held by the head of the radiation, chemical, and biological protection forces, Igor Kirillov, who died in Moscow as a result of an attempt a year ago. Kirillov, 54, was under sanctions from several countries, including the U.K. and Canada, for his actions in Moscow’s war in Ukraine.

The report stated that on Monday, Ukraine’s Security Service, or SBU, opened a criminal investigation against him, accusing him of directing the use of banned chemical weapons. An official with the SBU said the agency was behind the attack. The official, who spoke on condition of anonymity because they were not authorized to release the information, described Kirillov as a war criminal and an entirely legitimate target.

Another lieutenant general, Yaroslav Moskalik, was killed in April. The Investigative Committee said that Lt. Gen. Yaroslav Moskalik, a deputy head of the main operational department in the General Staff of the Russian armed forces, was killed by an explosive device placed in his car in Balashikha, just outside Moscow, Russia’s capital. The committee’s spokesperson, Svetlana Petrenko, said that the explosive device was rigged with shrapnel. Sarvarov was awarded the rank of lieutenant general by order of Vladimir Putin in May last year.
