Life is not set in gold. There are times that some unexpected expenses would just come up and you don't have any choice than to ditch your budget. Someone bashed my car once and I had to spend unbudgeted funds to fix it.
 
Unexpected expenses, often will happen to everyone, personally I often get these unexpected expenses such as, the arrival of old friends, receiving news that parents are sick so they have to go out of town, car damage etc. You don't need to waste your budget, but you have to allocate some money for unexpected expenses,
 
I recently had to send money to my parents because my father needed it for his medication. It was not a problem since I had some extra cash then. However, there are many occasions when I do not have any spare money, which can be too challenging.
 
I had to spend some money to bail my brother yesterday from the police because he had a fight with someone and was arrested.

The answer depends on how fast can you replenish your emergency funds. If you use emergency funds and then after sometimes you again replenish your funds, there is no harm in this
 
Since I do not have a job I often have to visit my relatives who are senior citizens and are not well, incurring travel expenses.
Also since the government agencies, tech, internet companies are openly involved in online, financial fraud, slavery of online workers, investors, refusing to acknowledge the time and money which they spend, my social status has been adversely affected , my house is vandalized, burgled repeatedly , I have to change homes often, spending a lot of time and money, moving from one place to another.
