Using multiple hard drives.

Has anyone used multiple hard drives for their desktop or laptop? In case one hard drive fails , is it possible to configure it so that the other hard drive can be used for booting?

My husband used an external HD, as he is used to several downloads, but this HD doesn't serve for any boot. Now it's full, but external HDs are very expensive, so he can't purchase a new item.
