I have an empty house in Goa and the electricity bill is usually low at approximately usd 1.5. Only this month, the bill has become very high at usd 30 though the house remains empty. What could be the reason for increase in bill?

In a case where you are having high electricity bills and there is notting in it, it's very possible that the meter has been rigged.

The house is locked, so I do not know how people are entering the house to tamper with the electricity meter. Who could be rigging the meter?
