If you use virtual wallets such as Payeer, Webmoney, etc. and have no idea where you can exchange your low balance for cryptocurrencies, I have the solution. Unfortunately, I can't open the EXCHANGING you linked to, but to exchange my virtual wallet, I use a local crypto exchange and can even withdraw or deposit as little as USD 1, in local currency, of course.
