What are the possible reasons people open their businesses late?

It could be also cause administrative laws regulating each country/municipality. For ex., in my former country, there is a law forbidding merchants to maintain their shops opened along more than 7 to 8 hours per day, unless a special agreement with the Major House is signed. So standard merchants chose the standard timing that's to midday and 3 to 7 PM. Out of bakeries: they are allowed by the same law to open at 7 AM.
 
I too wonder why it's that way. In the morning when l would to buy some stuffs l always find out that most businesses are closed. It's evident that most business people open the businesses very late
Yes, some people might not just know that punctuality is needed in any business so they lazy around in the mornings
 
It also depends on the kind of business that you have and the locality too. For example, if it's a stationary shop in a locality close to school or college, it will have maximum business when students leave the premises in the afternoon. Or maybe a little in the morning before the school starts.
If it's a wine and liquor shop, it will open late in the afternoon or evening. There is no point opening it early in the morning. Most sale happens in the evening.
