What do you do when you run into customer that has absconded with your money for years?

There is a customer that I have and patronized me on credit and promised to pay. He blocked me from all medium of communication with him for two years. I accidentally ran into him at an event.

How would you handle such a scenario? I had to get my money there even though it caused a big chaos. Was I wrong?

I would ask about my money to hear first what happened because life can be very unpredictable if it flies then good but if not I get the person arrested

If that person owes me money and disappear, I will report to the police.

That moment that I have met such a customer, he or she must pay me what he owes me in that instance.
