What is the cause of "server did not respond in time" error message?!

Sometimes, when I open a site, the site would load and along the way, it would not complete the loading and would display a message "server did not respond in time".

What could be the cause of this kind of error message when opening a site? Is it from the user side or from the hosting side?

Sure that's right it is mostly an issue from the hosting provider and should be sorted out at that end.
