What online business would a license be needed to start?

It seems the world of online businesses are not really regulated like offline business world. In that regards, does it mean that I won't need any license to start any kind of online business? Are there online businesses that actually require license to start?

I think an online business that has to do with importing and exporting in a large scale would need to have a license for it.
