What should be the penalty for a staff staying away from work without due permission?

Salary deduction is good penalty for skipping work without permission. My workplace does that measure too.
 
If it happens on a regular then its best to let the staff go. Business requires an employee who is available most times.
It hurts the stability of the business when an employee is always absent from their duty post due to absenteeism.
