It is not every business that is demanded by law to pay minimum wage of the country. That's because the law recognizes that some businesses at a certain size can't pay minimum wage.

What size must a business attain and it becomes compulsory for them to pay minimum wage?
 
In my country there is no specific scale for businesses to pay according to the regional minimum wage rules, so the minimum wage rules apply to all businesses, but there are also many businesses that cannot afford to pay the minimum wage, so they have to comply with the agreement between employees and business owners.

That situation is very tricky. The minimum wage applies to every business, but many cannot afford to pay it, so they end up making agreements with workers. It's like in a desert, if you don't have a well, you have to find a way to share the little drop that is there so that you don't all go thirsty. As the Chinese say, a single drop of water can break a stone. So even small agreements can help small businesses continue to survive and workers also get a little to live on.

Labor law demands you pay minimum wage. However, this law is not heavily monitored, thus, a lot of companies and businesses are paying lower than the wage established by government.
