The commission on Audit merely audits financial transactions particularly disbursements. As to the hiring of employees and transfer of employees it's not within their jurisdictions.

Hiring of employees in the local government always depends on political affiliation rather than competency and qualifications. As long as the person meets the minimum qualifications then he gets the job even if he is of lower calibre as long as he concedes to the politician.
