It is a very strategic skill for business people to identify the decision maker from a group of people that enters his or her shop.

If someone walks into a shop, how can a business owner or attendant determine who is the decision maker for the supposed purchase and talk to him or her directly?

Attendants require the skill to be people person and be able to pick up the clues from gestures and body languages. And then we have some societal norms or prejudices to make the decision. In more traditional society, man of the family takes decisions involving huge finances etc, female are more involved in jewelry and stuff.
If you are not able to pick up clues and feel lost, better to have a polite smile and ask "How may I help you?".
The first person to response gets the first attention.

You have said it all. If a sales person can't decode who is actually paying, the sales person should keep talking to them with clear open minds. The true purchaser would always show itself.

You simply throw out questions like what can i do for you and stuffs like that, and the one who frequently answers is the one you need to focus on.

Alertness, being wity and being able to maneuver through various situations ate some non negotiable of a good sales person. When in doubt, just use your presence of mind to navigate through. And open questions is the way.
