When should business say no to giving out samples?

Giving away free samples is common, but is there a point where it’s better to say no? Maybe if it’s too expensive, or the customer isn’t serious? I’d like to hear how others decide when enough is enough.

I think a business needs to stop giving out free samples when the cost of production is becoming too high.

If the product is very expensive or samples have been given repeatedly to the same person earlier also without any sales, giving more samples is a waste of money.

If the production cost of samples is too high, the business should consider stop distributing samples but use other marketing strategies.
