Which designation of staff is necessary for a small hotel of 15 rooms?

For a small hotel that is having not more than 15 rooms, I think it would need all the array of staff that are found in bigger hotels.

Which designation of staff and in what number would be suitable for a small hotel that has not more than 15 guest rooms?

In terms of numbers, i think it depends on how many you can handle paying on a monthly basis though.

I think such a small hotel just needs a housekeeper and a front desk staff as essential staff and probably a cook.
