Which is better, wholesale or retail?

My sister is planning to manage a store
She is going to sell exclusively sacks of rice. But i told her to sell either wholesale or retail or in combinations. It seems there is a better profit if sale through retail. On the other hand, It is less stressful if sell though wholesale because there are buyers who sell rice through retail. If retail a business owner can help people buy in some kilos if they cannot afford buying one sack. It's not also advisable to stock rice if there are only two people in the household. What's your suggestion?

Two are actually good, I think it depends on you as an individual and the one you have the capacity to handle.

The two of them are good even though it seems like wholesale makes more money generally than retail shops. It all depends on location and management.
