Which is more expensive to have between a contract staff and a fully employed staff?

I see that some companies have more of contract staff. And I still see that another company also has more of full time staff. Which is more expensive to keep in terms of renumeration between a contract staff and a fully employed staff of the company?

Contract staff are no valued here in my country excel those highly skilled ones. That's why most banks here in my country have more of contract staff.

Contract staffs are less expensive to have since you won't be giving them the full benefits compared to a full staff.

Contract staff usually do not get all the benefits as a full-time staff do. From an employer's point of view, it helps to save money.
