which is more important: national security or human rights?

A growing number of individuals on today's globe are conscious of the importance of maintaining both national security and the universal standards of human rights, and as a result, they want to live in such an environment. Both are equally important, but if you have to choose one, what would it be and why?

Sorry for my words but peoples some times don't like to be free and if they get too much rights and freedom they use it beyond its limit and they try to harm others, in my country the new government respects human right more than the old government and peoples are now fighting and insulting each other by their etheric and by religion and they are even killing each other, and some groups are now trying to be national threats and fighting with the government military in the country and that is because the government gives too much freedom and try's to respect human right,
 
Fundamental human rights can only be achieved through national security. Once the national security is eroded, human rights will equally be severely affected. A country that is not properly protected will never have peace and human dignity will be eroded.

A country where human rights are protected the country will be totally secure.
