Which kind of business would need to hire a virtual assistant?

I have seen some businesses hire virtual assistants. And I don't seem to understand why a business won't just get an assistant to work on-site.

What kinds of businesses would have the need to hire a virtual assistant?

A business that sells groceries online might most likely need to hire a virtual assistant for tracking customer complains and refunds.
