There are some potential customers that are called the "maybe" customers. They don't say a Yes or a No to your marketing moves. How fan those "Maybe" customers he approached to covert them to a "Yes" customers?
 
I have come across customers like this and it can be really frustrating to deal with such customers. The best you can do is approach them based on what they want. You can't also force them.
