Who or what defines the total supply of a crypto coin?

We have been hearing about the total supply of different coins in the crypto market. How is the total supply determined? Is it done by the developers of the token? Or it is done by some market forces that one can't control?

For most tokens, it is the development team that determines the total supply even during the creation of the token. Others is the community members.

As far as I know, the total supply is determined by the developer or founder of the project before the crypto project is launched,

Community or devs, in the majority of projects, it's the dev team, I think the best is a concesus between devs and community to decide the tokenomics of a project
