Who robs affiliate commissions

I spend a lot of time and money marketing various services, websites. I find that usually only the first two or three affiliates are recorded and all the other affiliates are not getting recorded. It appears that the affiliate commissions are being robbed. Is there any way I can find out who is robbing the affiliate commissions, and how to stop the theft of affiliate commissions, since online advertising revenues are very low?
