Why are people from rich communities so ruthless in financial fraud

I am finding that housewives and other frauds from the rich and powerful communities are falsely claiming to own my savings to get great powers, monthly government salaries after criminally defaming me. Though it can be legally proved that the housewives and other frauds do not own my savings, these frauds, officials and leaders are extremely aggressive in making fake claims, to dupe people, companies, countries, and the government also believes this frauds. Why are people from rich, powerful communities so ruthless and aggressive in robbing the savings, resume of professionals, investors from poorer communities?
