Why are some businesses still struggling to fully accept bank transfers and other digital payments?

One would have thought that by now, everyone that is doing business would be open and willing to accept bank transfers and other digital payments. But it is not the case.

Why are some business people and businesses still struggling with fully accepting digital payments up till this time?
 
Some can be for reasons known to them. Another is because they don't have a functional bank account and might just want physical cash
Is it is possible that someone doesn't have a functional bank account in this age? That's the depth of being primitive. Bank accounts are so easy to open now.

Some people don't just want to come up with the trends. They just want to make their money and hold their cash and nothing more.
 
I may answer based on my current country's rate: informal businesses are ordinary. In such a case, receiving bank payments means to draw the government and R.S.I's attention. The informal business's owner would be severely fined (because he/she is working while not owning a VAT number or Municipal registration, that's very expensive and at least half of the population can't afford).
