They need people to test the games they have developed, and these people are looking for money. So it's more like a win win situation for both persons.

I think, the developers are paid by Google Chrome through AdSense. The gamers are paid small only but they enjoy playing the games.

I don't play games as I think it's very risky.
Some pay to keep game active, some have revenue share model, some use this action as advertising but later give up from it. It can be money of these models.
