Why do developers pay people for playing games?

They need people to test the games they have developed, and these people are looking for money. So it's more like a win win situation for both persons.
 
I have noticed that many game developers are paying people for playing the games they have developed. Are the people being paid for testing the games or is there any other reason for paying them?
I don't play games as I think it's very risky.
