I recently spent a few months in a smaller city and I was told that people do not have much money to purchase property and make other investments. Why do people in some smaller cities have less money, is it because there are fewer jobs?

Maybe because of the lack of industries, schools, hospitals, etc. These are the things that make a place develop and give people opportunities to earn money. The people in the rural area mostly have agriculture as a job, and people who have money do it effectively by employing the latest techniques, whereas the poor struggle to earn money for their survival, so they will invest.
This is not the case everywhere. It could be different from country to country. My uncle was rich person and he was not living in small city but he was settled with his family in small village. As they like open air and green environment.
@SHAHID987 that is what I am thinking too. I will settle in the village after I get retired from the job. I will look after my land and will do agriculture.
I don't think your observation is true. Some people in the rural area use to make more money that people in urban areas. In United States, farmers who live in rural areas are making millions through farming.

In most cases it could simply be lack of opportunities. People in smaller cities do not have access to jobs and the likes.

It may not be applicable to all cities; some small cities thrive. Perhaps it depends on the available opportunities in the area.
That depends on the small city you are living in. Hong Kong is a very small city. But there are many rich people. I think if you live in a sub-urban area, there are less investment opportunities.

This may be due to several factors, it may be that they do not have access to high-quality jobs that are well paid and are dedicated to the primary sector or on the other hand that the standard of living there is much cheaper and therefore they need less money to live there.
You are spot on. There are no good places to make big money. So everyone is making small money and having small money as well.
In a smaller community, the level of industrial and commercial activities are reduced. This reduces the opportunities available for people to make more money.
Unless you are doing one mega business that doesn't depend on the populace of the small city, you won't be able to make much from the small city because the purchasing power of people there attention limited and they can't patronize your business much.
People in smaller cities may have less money due to limited job opportunities, lower average incomes, and a smaller overall economic base compared to larger cities.
Corporate organisations don't have investments in these small villages and communities. That limits commercial activities. And that is why the people don't have money.
I bet that not all the people in the small cities are poor. We have some rich people living on those suburbs too.
