Why do some rich people ignore complaints against them?

People who cheated or making losses due to incorrect advice, may complain against the cheater resulting in regulatory action against the cheater. In some cases, the cheaters are very rich, yet they refuse to resolve the complaint, which may trigger regulatory action. Why do rich ignore the complaints?

For most of them, they might ignore this simply because they know these complaints cannot harm or affect them in any way.

While the complaint may not affect them initially, in case their mentors are out of power, or someone powerful decides to question the government, they will face a problem.
