Why is it being difficult to get financial help?

In my country we often see saw many needy people moving a long the streets presenting their hospital bills, school fees structure among other documents trying to collect money from well wishers or individuals. To make the matter worse these people could trek the whole day and end up with less than $5 to be precise. What do you think it's that so difficult to get some financial help from people?

People usually will not trust someone they do not know and give them money. If poor people need financial assistance, better apply for assistance from government.
