The Pope, like any other Catholic, has the right to choose where they want to be buried. Some Popes have chosen to be buried in the Vatican, while others have opted for different locations. The Vatican Necropolis, a vast underground cemetery beneath St. Peter’s Basilica, has been used for burials since ancient times. Many Popes have been buried there, including St. Peter himself. However, the practice of burying Popes in the Vatican Necropolis has not been consistent throughout history.

Some Popes have had specific reasons for choosing to be buried elsewhere. For example, Pope John Paul 11 chose to be buried in the Basilica of St. Peter, but in a separate crypt from the Vatican Necropolis as a way to be close to the faithful. At certain times, it’s become more common for a Pope to be buried in the Vatican Necropolis, but it's still a personal decision.

So, while the Vatican is a significant place of burial for Popes, it's not a requirement. The final decision rests with the Pope themselves.
 
Yes most of them often have a personal reason as to why they do not want to be buried there, and it's good they are actually honoring these reasons.

Yes, whatever is requested will be granted. Pope tancos chose to be buried near Mother Mary's tomb. Vatican is full of historical events in the olden days.
