Have you in your business had that person that don't buy themselves but have directed a lot of people to your business. And those people they have directed have actually bought.

In what ways can such an advocate of a business be rewarded?

If the person refers a lot of customers to the business but he or she does not buy anything from the business, that may mean the s(he) cannot find anything suitable to buy. May be the business can still give her a VIP card just in case s(he) needs to buy anything in the future.

That person deserves a commission. It also depends on the nature of business and the agreement set by the two parties. However, the usual deal like that is giving a commission to the referrer, at 5 per cent.
 
I have such a customer, she always give my contact to people and they usually end up patronizing me. One day, I handed her a sample and said, "this is for you to taste and patronize". She smiled and said " Thanks, I was going to buy just now" she ended up buying one and getting one free.
