Do citizens find their phone calls, smses diverted ?

I have noticed that a large number of citizens, especially those who are not well connected are finding that their phone calls, smses are diverted without a legally valid reason due to which they do not get orders or cannot access their online account. Are phone calls, smses of some citizens diverted without a legally valid reason?

No the only time this might happen over here is when there is a network issue, and this does not always happen.

Here the problem of phone call, sms diversion is very widespread and can be frustrating for the citizen whose correspondence is diverted and robbed without a legally valid reason.
