In some apartments in my place, one is required to pay a fixed amount outside the rental amount. It is called Caution Fees. It is kept by the property owner or manager. It is meant to cover vandalism costs that the tenant has inflicted on the apartment during his or her stay.

If there is nothing vandalised after your stay there, the caution fee would be refunded back to you.

In my country, the tenant will also be charged caution fees but it is called a security deposit or property rental deposit, which is generally 10% of the annual rent, this security deposit will be returned if there is no damage to the furniture or other equipment.
 
I think it is only high end apartments that require people to pay caution fees. It is just a security deposit.
