I have noticed that most forums get a large number of spam signups, who post junk on the forum. What is most effective method to prevent spammers from registering and posting on a forum, to control spam?

Recaptcha and hcaptcha generally suck tbh. You're right, cloudflare turnstile is the best option as it usually blocks most of the spammers. Recaptcha and hcaptcha has been used over and over. So it's not as effective as cloudflare'.s
