During this festive season in our church, we have planned to show the films regarding the bible stories amongst with the jesus Christ crucification among other most touching bible stories using the smartphone with a projector

It is possible to project a smartphone to a projector screen. But that is not in any way a TV channel.

Your thread is somewhat different from the topic. You can't use smartphone and projector to start a TV channel. To establish TV channel is far too complex than you can imagine. Moreover, you can't just start a TV channel without approval from the government.
