That's pretty impressive, do you guys plan on connecting the phone to a projector or how do you plan on doing it?
It is possible to project a smartphone to a projector screen. But that is not in any way a TV channel.
Your thread is somewhat different from the topic. You can't use smartphone and projector to start a TV channel. To establish TV channel is far too complex than you can imagine. Moreover, you can't just start a TV channel without approval from the government.
