What do you do when a staff takes too many leaves?

There is a company located close to my shop. And the manager asked for my opinion on this. A staff of theirs took a ten day leave recently to go sort out his final exams in college. And he returned. About a week later, he has taken another ten days leave to sort out personal issues.

Is it okay to sack the staff and get a replacement that would be stable?
 
The best thing to do is to either get someone else to replace them, or you simply deduct from their salary. You can't be receiving a full months salary when you did not work for the whole month.

Who would even do the work that they are supposed to do for them to be paid the half salary? Just fire such a stupid staff because he or she is not ready to work.
