Psychologically, a reduced price triggers feelings of saving money. The mind sees a big benefit even if the discount is small. This is called the anchoring effect where the original price is used as a measure of the value of the product.

It happens here in all malls in my place. It indicates a new price which is lowered than the first. This inspires and encourages the customers to buy the products which become affordable to their budget. It's exciting too.

Oh bro. those discounts are so hot! When you enter the mall, the prices are so steep that you start to feel like you have to buy something. It's like they're pushing you badly, but for your budget—it's a blessing. But don't get confused, not every offer is a legit deal. Be smart, check the quality too. But the truth is this if you play smart, you'll find the right things without breaking the bank.
 
Businesses used crossed prices to make the customers to believe that the price has already been slashed. And the customers won't ask for a discount seeing the supposed slash.
That's right, besides making customers believe the price of the item has been reduced,
psychologically, it can also stimulate impulse buying for customers who might not see it again tomorrow.
