You can memo the worker to let her or him know that coming to work late is not tolerated in your business. You can also talk to the worker privately to respect her feelings of shame and fear.
I still feel the best would be to deduct from their salary. Or you could simply add to their work, but if it continues then their salary should be deducted.
First, have a conversation with your employees to address their lateness. If the issue persists, you may need to implement a policy requiring them to stay later to make up for the time they missed due to being late.
I am not in favor of deducting salary for coming late. I think a better strategy is to give warnings and if the worker continues to show late, he should be fired
