Which other penalty apart from salary deduction is suitable for lateness of a staff?

Most companies impose salary deductions as a sanction for a staff reporting late to work.

Are there possible alternative sanctions apart from salary deductions that can help to keep staff from coming to the office late?
 
I still feel the best would be to deduct from their salary. Or you could simply add to their work, but if it continues then their salary should be deducted.
