Imagine that a client calls you for a job as a service provider or a skilled person. And you gave him your standard price because you expected the job to take one hour.

On getting there, the job was not as big as you thought. And you are able to complete in 20 minutes. Would you still charge the client full price?
 
It's the same job for me whether it took me less or more time I would charge same especially if it has a standard price
 
Yes that's how it should be. The job is not tine based but job based I have completed the job so pay me the money
 
If it's a firm, fixed bid, you pay regardless of how long it takes. If they specified 'time and materials', then you could argue it down.
 
The person needs to still pay as stated. Since the payment is job based and not time based
